Yeh, it'll be available soon. They did say that Beta 2 would be public - they just never stated before actually when they were gonna release it.
I actually think they'll bring out RC1 to testers, then release Beta 2 to the public - don't ask why I think that, it doesn't make sense, but that's what I'm thinking :o)

Only bad part to that nice quote is that TechNet Plus subscription will not be getting it for a couple of months due to the other statement on that same site. So it looks like in the coming weeks, Microsoft will start the Windows Vista Customer Preview Program (CPP) for developers and IT professionals who are not a part of one of those programs to obtain Windows Vista Beta 2 and begin their own testing even before the TechNet Plus subscribers will be able to.

Three weeks from now would be too early for RC1 Zack, by that time you would be suggested that Vista is very close to RTM. I suspect the 3 week delay is to prep the servers for the massive 2 million + download overload. There will be an RC2 - so correction there, but no RC1 in the next 3 weeks.
